Serbia and Montenegro was a country in southeastern Europe, formed in 1992 from two former republics of SFR Yugoslavia: Serbia and Montenegro. Following the breakup of Yugoslavia, it was founded as a federation in 1992 under the name Federal Republic of Yugoslavia (Serbo-Croatian, Serbian: Savezna Republika Jugoslavija, Савезна Република Југославија; SRJ, FRY). In 2003, it was reconstituted as a state union under the name State Union of Serbia and Montenegro (Serbo-Croatian, Serbian: Državna zajednica Srbija i Crna Gora, Државна заједница Србија и Црна Гора; SCG, СЦГ). Prior to 2003, the state held the name "Yugoslavia", but was not recognized as the sole successor to SFR Yugoslavia (Yugoslavia "proper") and remained unrecognized by its constitutional name until 2000. From 1992 to 2000, some countries, including the United States, referred to FR Yugoslavia as "Serbia and Montenegro". It was often called by its synecdoche "Serbia" - due to opinions that Serbia had dominant influence in the affairs of the FRY, especially under Slobodan Milošević who, during his term as Serbian President, appeared to have more influence over FRY affairs than the Yugoslav president. Opponents of Milošević considered the FRY under Milošević a "Greater Serbia" or "Serboslavia". A loose confederation, Serbia and Montenegro were united only in certain political areas (e.g. defence). The republics had functioned separately throughout the period of the Federal Republic, and had continued to have individual economic policies as well as using separate currencies (the Euro was the only legal tender in Montenegro). On 21 May 2006, Montenegro held a referendum to seek full independence. Final official results indicated on 31 May that 55.5% of voters had elected to become independent. The state union effectively came to an end after Montenegro's formal declaration of independence on 3 June 2006 and Serbia's formal declaration of independence on 5 June. There is no problem really, because no matter what, they will participate in this tournament as 1 unified team. They will split (if there is a vote) into 2 nations for the Euro qualifiers and as you know, World Champions no longer get direct entry but have to qualify as well.
